Methodology
Every number links to a primary source. Official documents and government press releases outrank news coverage; news outranks activist research; single unsourced claims are marked unverified. If we can't prove it, we label it.
Absence of evidence is not evidence of absence. Every entity on the FOIA-obtained DCI list starts as a suspected past holder. Nothing gets cleared just because disclosure is hard to find. It goes on the FOIA queue instead, and we publish the contact info so anyone can request the records.
Freshness matters. Holdings change fast; several states divested in late 2025 and 2026. "Confirmed current" requires evidence less than 12 months old, and confidence scores decay as sources age.
Confidence scores (0–100) sit next to every status: 90+ means multiple official sources; ~50 means a single credible source; 35 means the DCI list alone.
This project is incubated within the Tech for Palestine movement, alongside the volunteer engineers, researchers, and organizers building tools for Palestinian liberation. Data contributions, FOIA results, and corrections are welcome. If we've missed your state's research, send it to us.
